World is facing pandemic COVID-19 outbreak. It is an unprecendented global event that affects every aspect in life such health, social, and economic. Lockdowns, border closures and restrictions on the movement of people and goods have caused a huge impact on the value chain of production and consumption across different economic sectors including pharmaceutical sector. Indonesia has become one of eight countries who accounted for two third TB cases in global. Indonesia contribute 8,5% after India 26%, then followed by China 8.4%, the Philippines 6.0%, Pakistan 5.7%, Nigeria 4.4%, Bangladesh 3.6% and South Africa 3.6%.This paper aims to support government in assessment of the national supply chain management in pandemic situation based on evidence to response global disruption on medical supply chain on AIDS, tuberculosis, malaria, and COVID-19. The analysis uses Supply Chain Management to find out the key challenges faced by the government in ensuring the supply chain is safe during a pandemic. The analysis resulted in two groups of recommendations are proposed to guarantee supply chains, namely those concerning the function of the supply chain and the cross cutting area. Recommendations for a function of supply chain consist of: Regulatory Policies and Procedures, Quantification (Forecasting and Supply Planning), Procurement, Warehousing and Inventory Management, Distribution and Transportation, Service Delivery and Utilization. And recommendations for cross cutting area include: Country-Level Finance, Data Management, Communication and Coordination, and Human Resources. Collaboration between government and civil society organization in implementing target in each programme and national task force for Covid-19 must be strengthened so that it can work more intensively and effectively.
